A Correlational Study on Potential Elderly Count and Realized Recipients of Elderly Social Assistance in the Batam City Social Service and Community Empowerment Agency

This study aims to analyze the relationship between the number of potential elderly individuals and the realized recipients of elderly social assistance at the Batam City Social Service and Community Empowerment Agency. The research is grounded in Batam Mayor Regulation Number 21 of 2025 and the existing gap between the total elderly population in need (56,672 individuals) and the limited budget capacity that only covers approximately 4.000 potential elderly recipients. This study employs a quantitative approach using Pearson correlation analysis, utilizing secondary data from the National Socio-Economic Integrated Data System (DTSEN) across 12 sub-districts in Batam City. Prior to correlation analysis, the Shapiro-Wilk normality test was conducted, confirming that all variables were normally distributed. The correlation analysis revealed a Pearson correlation coefficient of 0,817 with a significance value of 0,001, indicating a very strong, positive, and statistically significant relationship between the two variables. The coefficient of determination of 0,667 indicates that 66,7% of the variation in realized assistance recipients can be explained by the number of potential elderly individuals, while the remaining 33,3% is influenced by other factors. Descriptively, the total potential elderly population was recorded at 4.000 individuals, while the realized recipients amounted to only 1.618 individuals (an achievement rate of 40,45%). This study concludes that the mechanism for determining potential elderly recipients is generally aligned with field implementation; however, there remains a pressing need to enhance data validation accuracy and database synchronization to ensure that social assistance is distributed more precisely and equitably across all sub-districts in Batam City.
